How to get CS: GO rank back after August 1 CS: GO update?
To get a proper understanding of the player base’s skill group, all players have their ranks hidden. Players need to win at least one competitive match to unlock their ranks. Valve says most players will see slight changes in their ranks, but some might remain at their previous ranks.
When you launch CS:GO, you’ll notice that your Skill Group is not displayed–you’ll have to win one more match to reveal your Skill Group. Most of you will notice a change to your Skill Group, but some of you may find that you were already in the right place.

Why did Valve bring about the competitive Rank reset?
Occasionally, the developer resets competitive ranks in order to provide the optimal playing conditions in competitive matches. For players, this move is a positive step forward as they will no longer feel they are matched up against higher skilled opponents and vice versa.
The rank reset is a small change, but one that affects the entire playerbase. Even though the reset was not a part of the official patch notes, it was still noteworthy for Valve to include it in a follow-up tweet.
